Economic and Social Guidelines for 2016-2021 Updated in Cuba

The Guidelines for Economic and Social Policy approved in 2011 were updated today for the period 2016 to 2021 following discussions of commissions of the 7th Congress of the Communist Party of Cuba (PCC).

In the event, which started on April 16 and will conclude on April 19 at the Conventions Center in Havana, the participants endorsed the resolution presented by the group three, which approved the report on the results of the implementation of the guidelines and its update.
Thus, it was agreed to maintain, modify or integrate the 87.5 percent of the ratified guidelines five years ago at the 6th Congress, which, along with the 44 added in the discussions prior the current event, and the six which emerged these days, give a result of 274 guidelines divided into 13 chapters.
The 312 delegates and 112 guests present at the commission, the largest of the four commissions, generated 52 proposals, of which 37 were approved, was announced this Monday during the presentation of the report in plenary.
Among other topics, were included guidelines related to accounting as a tool for decision-making and the role of foreign direct investment in the introduction of advanced technology and technology parks in the country.
According to the resolution, such indicators express the continuity of the process which began five years ago as a result of massive popular participation, which is consistent with the concept of the economic and social model and the development of the National Development Plan until 2030.
A 21 percent of the 2011 guidelines have been fully implemented and 78 percent is in different stages of implementation. This has involves the approval of 130 policies and 344 new legal norms.
Moreover, the resolution recommends that the National Assembly of People's Power, the Government and relevant agencies should develop and adopt legal standards necessary to continue improving the legal and institutional foundation of the modification process.
According to the resolution, the PCC is responsible for promoting, monitoring and enforcing the guidelines ratified for the new period and the Central Committee is responsible for analyzing twice a year the progress of the implementation, the performance of the economy and compliance of the plans.
