Regulations for economic actors are updated in Cuba

The Cuban Government revealed this Monday new regulations to regulate the activity of non-state economic actors, in order to boost the national production of goods and services.

Official Gazette No. 78, published today, contains the provisions in question. These are six Decree Laws, two Decrees and several Resolutions from different organizations.

According to the documents, the new norms concern the exercise of self-employment, micro, small and medium-sized enterprises (MSMEs) and non-agricultural cooperatives.

They address issues such as the special social security regime and tax requirements, the procedures for the creation, merger, spin-off and extinction of said entities, aspects of economic contracting and public bidding processes.

These legal norms will come into force 30 days after their publication in the Official Gazette.

In statements to the Granma newspaper, the president of the National Institute of Non-State Economic Actors, Mercedes López explained that the legal body responds to a broad analysis process, initiated in 2023, with a view to updating various legislations in force since 2021.

She indicated that all the agencies of the Central State Administration, the territorial governments, the Municipal Administration Councils and a representation of the economic actors were consulted.
