Cuba Reaffirms in Doha Its Commitment and Policy of Zero Tolerance Against Corruption

A Cuban delegation, headed by the Republic's Comptroller General, Miriam Marbán González, is participating in the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC), taking place in Doha, Qatar, from December 15 to 19, 2025.
Reaffirming Commitment to the Convention
In this multilateral forum, the primary legally binding instrument on this matter globally, Cuba will reaffirm its firm commitment to the objectives and purposes of the Convention, as well as to its Review Mechanism. The Cuban delegation will endorse the content of the UNCAC and international efforts to prevent and combat corruption and strengthen cooperation between nations.
Cuba's policy in this area is based on the unrestricted respect for international obligations, its internal legal framework, and active citizen participation. The Cuban State and Government have made and continue to make innumerable efforts to raise awareness among all societal actors about the importance of confronting this scourge.
Recognition and Challenges
These efforts were recognized during the two review cycles of the UNCAC conducted for Cuba, which saw the participation of broad sectors and organizations of society, demonstrating the high commitment of the Cuban State, Government, and people in this fight.
In her address during the general debate, the Comptroller stated that the main socioeconomic challenge for the country continues to be the economic, commercial, and financial blockade imposed by the government of the United States, "which imposes extremely difficult conditions for the performance and development of the national economy and finances." She argued that this hostile siege, with its direct and indirect effects, generates conditions that can foster conduct contrary to the Convention and national laws.
Zero Tolerance Policy Upheld
In the face of any manifestation of corruption, Cuba will maintain and rigorously apply a policy of zero tolerance, in accordance with its legal system and its political will to guarantee a public administration of integrity and in service of the people.
Cuba's participation in this 11th Conference of the States Parties to the UNCAC constitutes further demonstration of its active commitment to legality, transparency, and international cooperation in the fight against a phenomenon that affects the development of nations.
