ALBA-TCP Approves Mission to Support Cuba's Electrical Grid Restoration

The Bolivarian Alliance for the Peoples of Our America-Peoples' Trade Treaty (ALBA-TCP) today approved the creation of an International Energy and Electricity Mission to support the full restoration of Cuba's electrical system.
This was announced by the President of Venezuela, Nicolás Maduro, as he read the final declaration of the XXV Summit of Heads of State and Government, which was held virtually this Sunday among its nine member countries.
The Bolivarian leader stated that he gave instructions to increase "everything we are doing, two, three times more" and assured, "we will emerge better, stronger, more conscious, and more victorious than ever."
The final declaration comprises 13 points and is framed within the context of the centenary of the birth of the historic leader of the Cuban Revolution, Fidel Castro; the bicentennial of the 1826 Amphictyonic Congress of Panama; and the growing threats to the peace and stability of Latin America and the Caribbean.
The text honors the history and legacy of Commander in Chief Fidel Castro, whom it called a foundational precursor of the organization alongside Bolivarian leader Hugo Chávez, and a great architect of José Martí's dreams for the Cuban, Latin American, and Caribbean peoples.
It reaffirmed an unwavering commitment to continue deepening the Bolivarian doctrine, thought, and action, described as "incompatible with all forms of hegemony, domination, or imperial tutelage," a fundamental pillar that inspired Fidel and Chávez to found the Bolivarian Alliance.
Furthermore, it condemned in the strongest terms the declared purpose of the recently published United States National Security Strategy, aimed at reaffirming the "obsolete and historically defeated Monroe Doctrine," as well as the act of piracy committed by that government in assaulting and seizing a Venezuelan oil tanker in the Caribbean Sea.
It considered this act a violation of international law and an attack on the sovereignty of the Bolivarian Republic, and congratulated the Venezuelan people for demonstrating, once again, profound resilience in the face of adversity and for courageously and consciously defending their dignity and right to their own destiny.
The ALBA-TCP declaration demanded the exclusion of Cuba from the "arbitrary and spurious list of countries that supposedly sponsor terrorism" and highlighted the achievements of Nicaragua's Government of National Reconciliation in building a sovereign economy and a country that is increasingly free, Christian, and socialist.
Additionally, it demanded the immediate cessation of all military threats against any country in Our America and reiterated the full validity of the Proclamation of Latin America and the Caribbean as a Zone of Peace, approved in January 2014 in Havana, Cuba.
It also reaffirmed the commitment to the defense of migrants' rights, while demanding compliance with protocols for safe, orderly, and dignified repatriation.
Finally, it recognized the progress of the AgroAlba and AlbaAzul programs, aimed at increasing levels of food and productive sovereignty; celebrated the commencement of operations of the Alba Ship; and approved the 2026 Action Plan, which is oriented toward the objectives set out in the Strategic Agenda 2030.
