Cuban citizens on Monday began discussion of a draft new Constitution in the referendum, which runs until November 15, reported Excélsior.

During this period, close to 10 million Cubans have the right to offer their suggestions and observations with respect to the draft of the country’s basic law.

And for the first time, Cuban immigrants living abroad also can express their respective views via the internet.
