In a setback for the White House, the U.S. Senate on Thursday approved a resolution seeking to prohibit the use of armed forces against Venezuela without the express authorization of Congress. The measure, pushed in response to the aggression against Venezuela's sovereignty and the kidnapping of the country's constitutional president, Nicolás Maduro, was approved by a vote of 52 to 47.

The vote constitutes a bipartisan critique of President Donald Trump's authority in foreign policy and a test of Republican Party loyalty. Five Republican senators—Rand Paul (Kentucky), Lisa Murkowski (Alaska), Susan Collins (Maine), Todd Young (Indiana), and Josh Hawley (Missouri)—broke ranks to join Democrats in supporting the resolution. Democratic Senator John Fetterman (Pennsylvania), who had shown prior reservations, also voted in favor.

The resolution, co-sponsored by Paul, demands that the President end U.S. hostilities against Venezuela and seeks to reaffirm Congress's constitutional role in declaring war. Although it is not an immediately binding law, its approval sends a powerful political message of legislative restraint and oversight.

"The Senate just passed a bipartisan vote reflecting deep concern over Trump's continuing military actions regarding Venezuela. Americans do not want to 'control' Venezuela and deserve to have their voices heard," expressed New Jersey Senator Andy Kim on his social media account X.

While Washington deliberates on its limits of action, Caracas has forcefully reaffirmed its unwavering national sovereignty. Venezuela has consistently maintained that its foreign policy and internal security are matters exclusively for its people and government, not subject to the decisions or impositions of foreign parliaments.
