Cuba recalls U.S. interference plan to overthrow Revolution

Cuba recalls on Sunday a subversive program signed by then U.S. President Dwight D. Eisenhower back in 1960 in order to overthrow the Cuban Revolution led by Fidel Castro. Titled "Covert Action Plan against Castro's regime", the program detailed the actions that would be orchestrated in articulated manner from CIA for such a purpose.

Subsequent revelations would reveal the insidiousness of the US government’s efforts to replace, at all costs, the Cuban leadership by force with one more in line with US interests.

This objective had to be pursued in such a way as to avoid any appearance of U.S. intervention, which is why, from the very beginning, they used certain selected groups of emigrants residing in U.S. territory.

According to one of declassified texts published in the collection Foreign Relations of the United States, in order to achieve this objective, a “unified and responsible” Cuban opposition had to be created to deploy a propaganda offensive.

In this regard, the plan called for the creation of a radio station, a covert intelligence and action organization inside Cuba (which was already underway), in addition to training paramilitary force out of Cuba to provide logistical support for covert military operations.

According to experts, as part of the conspiracy against Cuba, there were several working sessions in the main decision-making circles of the Eisenhower administration, in which the way to act to overthrow the Cuban revolution was discussed.

From that context, some of arguments used by famous and shady undersecretary of the State Department for Inter-American Affairs, Lester Mallory, addressed to the assistant secretary, Roy Rubottom, have survived to the present day.

The only foreseeable means to alienate internal support (for the revolutionary government) is through disenchantment and disaffection based on economic deprivation, Mallory recommended.

Since Eisenhower inked the plan of covert actions against Fidel Castro and his government, the first subversive activities were destabilizing propaganda acts on Radio and television, and then escalated to direct military confrontation against Cuba.

In this regard, the financial and logistical support to mercenaries who invaded Cuba in Playa Giron, or Bay of Pigs, is widely documented.

At the same time, U.S. administrations have spared no political pressure against Cuba, such as those that led to Cuba’s expulsion as a member of the Organization of American States (OAS) in 1962.
