Cuba Opens Public Consultation on Draft Science, Technology and Innovation Law

The National Assembly of People's Power of Cuba has opened a public consultation on the draft General Law on Science, Technology and Innovation, following the recent publication of the document on its official website.

The objective of this publication is to promote citizen participation in this legislative process and to contribute to the legal education of the population in the Caribbean nation.

The future law seeks to promote, develop, and regulate the processes and activities linked to Science, Technology, and Innovation, according to the first section of the draft.

These processes and activities encompass the production, dissemination, and utilization of knowledge, which includes research and development, innovation, technology transfer, the creation of new scientific and technological products and services, as well as scientific and technological education—both general and specialized.

Furthermore, it covers learning processes linked to productive activities, scientific advisory services, management, impact assessment of Science, Technology and Innovation activities, and interface activities.

The provisions of this legislation apply to natural and legal persons, both Cuban and foreign, who carry out Science, Technology and Innovation activities.

The draft law, comprising seven chapters and 142 articles, has been debated and enriched through various consultation processes conducted as part of the Cuban legislative procedure across the nation's provinces. These consultations involved the scientific community, authorities, academia, and business and social sectors.

All of this precedes its analysis and discussion by deputies, which will occur once again during the upcoming Ordinary Session of the National Assembly of People's Power in its 10th Legislature.
