Cuba’s Prime Minister Manuel Marrero Cruz, member of the Political Bureau, reported this Wednesday on the actions undertaken since the last Ordinary Session of the 10th Legislature of the National Assembly of People’s Power (ANPP) to date, as part of the implementation of the Government Program aimed at correcting distortions and boosting the economy. His remarks came during a session of the Council of State, presided over by its president, Esteban Lazo Hernández.

In the most recent stage of work, Marrero noted, the scope of the ten general objectives was defined, while the schedule for the implementation of specific goals and actions from September to December was updated.

He mentioned that the overall model and the guidelines for drafting the State Budget and Economic Plan for 2026 had been approved, and progress has been made in updating and certifying municipal development strategies. He added that meetings will be held with all provincial councils during October and November to monitor implementation.

The Prime Minister highlighted that an updated proposal of the Government Program had been completed, including a public version, in line with suggestions raised during the July session of Parliament.

Regarding the more than 70 proposals submitted by deputies in the last ANPP session—during debate on the evaluation of the Government Program’s implementation and impact—Marrero said all had been duly assessed. He announced that a follow-up meeting is scheduled with the deputies and the parliamentary Committee on Economic Affairs to further strengthen the program with collective input.

Later, Council of State members examined compliance with measures arising from the highest-level audit of the Ministry of the Food Industry and the Fisheries Law. Minister Alberto López Díaz reported that following this process, 12 recommendations were issued to the ministry, which generated 71 measures identified by its subordinate and affiliated entities. He also detailed actions carried out as part of the implementation of fisheries legislation.

Ramón Aguilar Betancourt, president of the Legislative’s Agri-Food Commission, presented the actions undertaken by parliamentary committees linked to this matter.

During the session, the Council of State approved a decree-law regulating Law 170 on the System of Honorary Titles and Decorations of the Republic of Cuba. Minister of Justice Oscar Manuel Silvera Martínez explained that the new regulation sets out provisions complementing the law in relation to organization, the names and features of each title or decoration, and the authority of competent officials, among other aspects.

The body also reviewed the status of the publication of laws approved by the ANPP in its 9th and 10th legislatures, along with their supplementary regulations, and monitored compliance with decisions adopted by the Council of State in previous meetings.
