Shocking Video in U.S.: Detainee Dies After Being Beaten by Officers
A new video released by Los Angeles authorities shows the violent intervention of police officers against a 58-year-old man who subsequently died in custody, in a case that has reignited the debate over the use of force against individuals experiencing mental health crises.
The footage, captured by security cameras and officers' body-worn cameras, corresponds to an incident that occurred in mid-July and was made public in recent days.
In the video, Jose Carlos Hoyoz-Munoz appears handcuffed and locked in a temporary holding cell while waving what seems to be a piece of cloth in front of a window.
Shortly after, several officers enter the enclosure and subdue him on the ground.
Police maintained at the time that the restraint maneuver was necessary due to the detainee's "aggressive" behavior.
After taking his fingerprints, officers place him in a chair with straps and physically restrain him once again.
Subsequent to the detainee spitting in an officer's face, they place a spit hood over his head.
In another recording, he appears handcuffed and hooded, with his pants pulled down to his ankles, while several officers immobilize him on the cell bed.
These are the last known images before he was found dead.
Officers claim that when they left the cell the man was still alive and that they had checked his vital signs.
Hoyoz-Munoz was arrested on July 13 after his mother called the police reporting that her son had injured her arm with a knife. "He has lost his mind," the woman told officers upon their arrival at the scene.
Images of the arrest also show the intervention of SWAT units to control the man, who was presumably undergoing a mental health crisis and carrying a knife, with officers going so far as to deploy tear gas.
The death occurred just days before another incident in Los Angeles, in which 33-year-old Alejandro Luis García died after being shot by police officers after breaking several car windows with a baseball bat.
The Mayor of Los Angeles, Democrat Karen Bass, described the footage as "difficult to watch" and demanded independent investigations into deaths occurring during police interventions involving individuals suffering from mental health crises.
"People experiencing behavioral or mental health crises often do not receive the appropriate assistance they desperately need," stated Bass, who called for a review of law enforcement policies, training, tactics, oversight, and accountability mechanisms.
